The scheme was
introduced to the four Fire and Rescue Services in the region
back in October 2004. Since then, volunteers have come forward
and have been trained as Union Learning Representatives (ULRs).
These are a new category of union advocate.
They are trained in advising employees on learning needs
and opportunities. In industry, they have demonstrated that they
complement and add value to employers’ efforts to engage
workers in learning.
The Government backs ULRs with statutory rights for time off and
through the Union Learning Fund (ULF) gives hard cash for learning
initiatives in the workplace.
The Chief Fire Officer’s Association (CFOA) and both of
the Fire Service Colleges at Gullane and Moreton are in full support
of the project. Many CFOs have already demonstrated their commitment
in their own Brigades by supporting the work of ULRs and granting
employees some time off to study. Currently, there are courses
running at fire stations in this region to the benefit of all
and at no cost to employers or employees.
